The rules for this are spelled out in section 6.13 on page 176 of the APA Publication Manual, and there is an example in the table on page 177 of the manual.  It appears that you can use just the name of the specific National Institute in the in-text citation rather than the entire government hierarchy, which is included in the reference list.
