To get to this article, follow the Quick Links on the library's homepage to Our Journal List, then search for the journal title "Health Affairs", then follow the link for HighWire, because there is no embargo there, then search for the title in the search box, or since you know the volume, issue, and page number, you could search by that.  Then I was able to get the full text PDF.  It is possible that you linked to one of our other content providers that has a 365-day embargo on articles, which would have prevented you from gaining access.
