Hello Jennifer,

It would be a Government/Organization  report, 3.15.5 in the online Manual under references.  The WMA is the author.  To be clear, you might use example 3, which has a "revised" and "effective date" and provide the "adopted" and last "amended" date.

About your other "movie" question, you are correct, I don't see an example for a film.  I will let Leslie weigh in on that.
