Is "A Practical Guide for Health Researchers" an organizational report, when considering AMA reference style?

I need to cite the document noted above, but am not completely sure how to write out the reference. The title suggests it's a guide, however, the only guides specified in the AMA Manual of Style are for computer software. So I thought it may be considered a governmental/organizational report. Is this correct?

Yes, this document should be cited as a government/organization report.  It was published by the World Health Organization.  If you found it on the Web, then cite it as an electronic report as discussed in the AMA Manual of Style, section 3.15.5
